Aboveground Storage Tanks (ASTs)

It may be a good time to review with B2Engineering what is now required and evaluate your preparedness.  For clients with multiple tanks, an inspection program can be developed and implemented to show regulators good faith on meeting the integrity requirement. B2Engineering can provide the following services:

Increasing regulatory requirements for underground storage tanks have led to a boom in the use of ASTs for fuel storage.  While ASTs provide a vastly improved means of detecting leaks, additional regulations and requirements, including EPA, fire, and air districts, must be considered for AST.

The Environmental Protection Agency (EPA’s) last extension for AST tank owners with over 1,320-gallons of “Oil” to prepare and implement a Spill Prevention Control, and Countermeasure (SPCC) plan was finalized on November 10, 2011. 

The EPA will now be moving from compliance assistance to enforcement, with class I fines up to $16,000 per violation and class II of up to $16,000 per day.  http://www.epa.gov/osweroe1/content/spcc/compliance_dates.htm

Inspectors will be looking for low hanging fruit such as;



  • No SPCC Plan

  • No Integrity testing of tanks (SP-001)

  • 2nd Containment deficiencies

  • Loading racks

  • Equipment testing
